Automation
WhatsApp chatbot for leads in India: three questions, then a human
Short answer: Yes, if your enquiries arrive after hours. Let the bot answer at once, ask three questions and hand the chat to a person. Meta’s own policy lets you use automation in the 24-hour window only if the customer has a clear way to reach a person or another support route, and it bars asking for ID or card numbers in chat. After 24 hours of customer silence, only paid templates can be sent.
A customer messages your WhatsApp number at 9:40pm. Nobody answers until morning, and by then they have written to someone else. A chatbot can close that gap, if it is given a small job.
This article sits under our guide to AI lead generation in India, which covers the free app versus the API, languages and costs. Here we cover what to let the bot do, and where to stop it. Meta’s charges appear only where they change a design choice.
The rules come from two Meta pages, listed at the end. This is not legal advice, so check both pages again before you build.
What a WhatsApp lead bot is actually for
The job has three parts. Reply at once. Ask three questions. Hand over, with the answers attached. That is all.
Our view: closing the sale, quoting a price and negotiating are not the bot’s job. Most of what goes wrong is a bot asked to do too much: it guesses a price, argues about a discount, or asks for papers it should never touch.
To Meta, a bot reply and a staff reply are the same category of message, as the section on providers below explains.
Three questions the bot should ask, and where it should stop
Our view: ask three things, in this order.
- What does the person need?
- Where are they? A locality or a pin code.
- When do they want a callback? A time of day, not “soon”.
Then stop. The bot tells the customer a person will take over and roughly when, and passes the chat on with all three answers visible. Leave budget, price negotiation and anything needing judgement to that person.
Ask your provider whether replies can be offered as tappable options instead of typing. Which languages the bot should handle is covered in our main AI lead generation guide, linked above.
Meta’s rule: a bot needs a way out
The WhatsApp Business Messaging Policy says: “You may use automation when responding during the 24-hour window, but must also have available prompt, clear, and direct escalation paths.”
The listed paths are an in-chat human agent transfer, a phone number, an email, web support on your website, in-store visits, or a support form. A human in the chat is one of six routes, not a requirement.
Our view: for a lead bot, the in-chat handover is the one worth building, because a buyer told to send an email will not.
Two nearby rules. Keep a WhatsApp Business profile with support contact information and at least one of an email address, a website address or a telephone number. And you must respect requests to block, discontinue or opt out. Our view: test that the bot understands a plain “stop” in your customers’ languages.
Do not let the bot ask for Aadhaar, PAN or card numbers
The policy is direct: “Don’t share or ask people to share full length individual payment card numbers, financial account numbers, personal ID card numbers, or other sensitive identifiers.”
The policy does not name Aadhaar or PAN. Our reading is that they fall under personal ID numbers and sensitive identifiers. Practical advice: the bot asks only whether documents are ready, yes or no, and a person collects them through a proper channel.
Health. The policy says: “Don’t use WhatsApp for telemedicine or to send or request any health related information, if applicable regulations prohibit distribution of such information to systems that do not meet heightened requirements”. We state nothing about any Indian health regulation. Our advice for a clinic: let the bot book the slot, and leave symptoms to the consultation.
A WhatsApp call opens the same 24-hour window
People search for an AI solution that can make calls and handle WhatsApp messages. Start with Meta’s window. Non-template messages can only be sent in an open 24-hour customer service window, “which opens and resets with each user message”. Meta’s page adds: “When a WhatsApp user messages you or calls you, a 24-hour timer called a customer service window starts. If the user messages or calls you again before the timer expires, the timer resets to 24 hours.”
We read “calls you” as a call placed on WhatsApp to your business number, not an ordinary call to your landline or mobile. On that reading, a call from a WhatsApp user can be followed by an ordinary reply, not a template, while the window is open. Meta’s page does not say whether a call nobody answered counts, so ask your provider. The opt-in rule still applies: the policy says you may only contact people on WhatsApp if they have given you their number or username, and you have received opt-in permission confirming they wish to receive subsequent messages or calls from you. You are solely responsible for the method of opt-in and for complying with applicable law. Calls on WhatsApp are priced separately, in a separate Meta document we have not read.
Our view: voice and chat are usually two tools joined at one lead list. We do not claim any product does both. For the voice half, see AI voice agents for lead follow-up in India. Calls made through the phone network fall under TRAI rules, and SMS needs DLT: DLT rules for SMS marketing.
Consent to store a number for later marketing is covered in DPDP Act compliance for marketing. WhatsApp opt-in and DPDP consent are separate things. Record both.
After 24 hours, every follow-up is a paid template
Once 24 hours pass with no customer message, the bot can send only an approved template, which Meta can review, approve, pause and reject at any time and charges when delivered. Templates come in three categories: marketing, utility and authentication.
A “still interested?” nudge is likely to be a marketing template. India’s marketing rate went up on 1 January 2026, per Meta’s change log. We print no rupee figure; Meta publishes an INR rate card.
Our view: get the callback time inside the first conversation. If the customer says “call me at 6pm”, the follow-up is a person keeping a promise, not a paid nudge.
Two things soften this. Each business phone number gets 1,000 free delivered service messages a month, with no roll-over. And if a customer arrives from a click-to-WhatsApp ad on the Android or iOS app and you respond in the window, a free entry point window opens that “may remain open for up to 7 days”. The full charging rules are in our guide to the best AI lead generation tools in India, and ad set-up is in Facebook and Instagram ads in India.
Your provider’s bot or Meta’s own agent?
“AI on WhatsApp” can mean two things, and the bill differs.
Meta calls a “service” message any non-template message not powered by the Meta Business Agent Platform, and says these “can be powered by a 3rd-party AI solution or people (like customer service representatives)”. So a bot from your provider counts as service messages, the same as a staff reply. It sits inside the 1,000 free messages per number each month, then is charged from the 1,001st. With no payment method on the account, Meta stops delivering service messages once the free tier is used.
Meta Business Agent is Meta’s own AI, a separate category introduced as of 1 July 2026. It is billed at one global rate of US$2.00 per 1 million tokens. Meta says one message typically uses 20,000 to 25,000 tokens, approximately 4 to 5 US cents. No free messages or volume tiers apply, and it stays charged even in the free window after an ad click. Meta’s example: a simple enquiry such as “At what time do you open?” with 4 messages comes to about 16 to 20 US cents.
Our view: ask any vendor which of the two their “AI” is. We make no claim about which is better.
The rupee billing deadline on 31 December 2026
Meta says “Billing localization launched on January 1, 2026” for Solution Providers and directly-integrated businesses whose Sold-To country is India in Billing Hub. Meta calls them eligible customers. They must migrate all messaging accounts in their business portfolio to INR by 31 December 2026, “since as of January 1, 2027 Meta will no longer deliver the messages of non-INR Messaging accounts of eligible customers”.
This does not touch every Indian business. Most small businesses reach the platform through a provider, and we cannot know whether the billed account is yours or theirs. So ask your provider in writing which currency your messaging account is billed in and whether the migration is done.
Businesses Meta will not let message at all
The policy prohibits using WhatsApp for Business to buy, sell or promote certain goods and services “as determined in our sole discretion”. These include alcohol and tobacco; drugs, whether prescription, recreational or otherwise; medical and healthcare products; real money gambling and gaming; dating services; multi-level marketing; and payday loans, paycheck advances, peer-to-peer lending, debt collection and bail bonds.
These prohibitions apply “irrespective of the global or local licenses, registrations, or other approvals your business may hold”. India is on the allowed list for over-the-counter drugs on the WhatsApp Business Platform, but not for alcohol or for online gambling and gaming. Messaging about those regulated categories is prohibited on the WhatsApp Business App altogether.
Our advice: if your trade is near one of these lines, read the policy before paying for a bot.
A hypothetical Guwahati coaching centre in admission season
This is invented, not a client. A coaching centre in Guwahati prepares students for entrance exams. It has one WhatsApp number, and parents write in the evenings.
The bot. It replies at once and asks which course, which locality or whether online, and when they want a callback. It does not ask for marksheets, Aadhaar or fee payment details in chat. A counsellor takes over in the same chat.
The arithmetic, and it is ours. Say 400 enquiries arrive in the busiest month, at 4 bot or staff replies each. That is 1,600 service messages on one number, which passes the 1,000 free. The last 600 are charged at Meta’s rate for service messages, which we do not print, so the centre adds a payment method so replies do not stop.
Parents who call instead. On our reading of Meta’s page, a call placed on WhatsApp opens the window, so a reply in the chat can follow, provided the opt-in rule is met. An ordinary phone call does not.
When the free WhatsApp Business app is still the right tool
Our view: stay on the free app if you get a few chats a day and one person answers them all, if your sale is consultative and every chat needs the owner, or if your trade is near the prohibited list. The test: are good enquiries going cold because nobody answered in time? If yes, a small bot may help. If not, fix the process by hand first.
Frequently asked questions
Can an AI chatbot reply to WhatsApp leads automatically in India? Yes. Meta’s policy says you may use automation when responding during the 24-hour window, but you must also have available prompt, clear and direct escalation paths. A bot reply and a staff reply count as the same category of service message. This is not legal advice, so check the policy and your provider’s terms before you switch it on.
What should a WhatsApp lead bot ask first? Ask what the person needs, then where they are, then when they want a callback. Three questions are enough for a person to pick up the chat with context. Leave budget, price haggling and anything that needs judgement to a human. Our view: a bot that stops early and hands over beats one that tries to close the sale.
Can my WhatsApp bot ask a customer for an Aadhaar or PAN number? Do not. Meta’s policy says not to share or ask people to share full length individual payment card numbers, financial account numbers, personal ID card numbers or other sensitive identifiers. The policy does not name Aadhaar or PAN, but our reading is that they fall under it. Have the bot ask whether documents are ready, and let a person collect them through a proper channel.
Does a phone call from a customer let me reply on WhatsApp? Per Meta’s pricing page, when a WhatsApp user messages you or calls you, a 24-hour customer service window starts. We read that as a call placed on WhatsApp, which can then be followed by an ordinary reply while that window is open. You still need the person’s opt-in to contact them, and calls made on WhatsApp are priced separately. Check both points with your provider.
What happens if my WhatsApp account is not billed in rupees by 2027? It depends on who the billed account belongs to. Meta says eligible customers in India must migrate all messaging accounts to INR by 31 December 2026, because from 1 January 2027 it will no longer deliver messages of non-INR accounts. Most small businesses go through a provider. Ask yours in writing which currency your account is billed in and whether migration is done.
Is one bot enough for both phone calls and WhatsApp messages? Usually it is two tools joined at one lead list, not one bot. Our view, not a finding: voice and chat are built differently, so check any claim that one product does both well. Calls made through the phone network fall under TRAI rules, while SMS needs DLT. Keep one list of leads, with the source of each, so nobody is contacted twice.
