What does AI automation really cost an Indian business?

Nexiiom Team··11 min read

Short answer: Our working ranges for a WhatsApp-based AI lead setup are about Rs 15,000 to Rs 60,000 a month managed, or often Rs 1,00,000 to Rs 3,00,000 upfront as a one-off project, plus 18% GST. But the build is rarely the surprise. The running bill is: WhatsApp’s per-message billing and tools priced in US dollars. Price those running lines before you agree a build, and if enquiry volume is low, a person answering WhatsApp may be the cheaper answer for now.

Ask three suppliers what AI automation costs and you get three tidy build quotes. Ask what the second year looks like and the answers go vague. That is where Indian small businesses get caught. Part of the monthly bill is Meta charging per message on WhatsApp, plus tools billed in dollars and taxed in rupees. Our guide to digital marketing costs in India covers agency fees and GST in general. This article is about the lines that arrive after the build.

What should I expect to pay before the running bill starts?

These are our working ranges from our guide to AI lead generation in India, not market data. A WhatsApp-based AI lead setup covers API access, an AI response layer in two or three languages, a CRM connection and ongoing tuning. Run as a managed service it comes to about Rs 15,000 to Rs 60,000 a month, depending on message volume. Built as a one-off project it is often Rs 1,00,000 to Rs 3,00,000 (1 to 3 lakh) upfront, with smaller ongoing maintenance after.

The low end suits a single location with a few hundred enquiries a month. The upper end suits a multi-location business or busy clinic with several thousand.

Most providers quote before GST, which is 18% on services. If you are registered you claim it back as input tax credit, so it is cash flow. If you are not, it is a real 18% cost.

Why is the running bill the real cost in India?

A build quote has a ceiling. Message charges, token charges and exchange-rate movements do not. Three things sit under the monthly line: Meta’s per-message charges for the WhatsApp traffic your system sends; AI tools billed in US dollars; and small tasks that look free until they recur, such as registering a new SMS template.

What did Meta’s October 2026 change do to a bot’s bill?

Per Meta’s pricing page (read 24 October 2026), the WhatsApp Business Platform has used per-message pricing since 1 July 2025. You are charged for delivered messages the business sends, in four categories: marketing, utility, authentication and service. Two things were free for a while that are not free now:

  • Service messages. These are your replies to a customer who messaged you first. They were free from 1 November 2024. Meta charges for them again from 1 October 2026. Each business phone number gets 1,000 free service messages a month, and the unused ones do not roll over.
  • Utility templates inside an open window. A utility template sent while the customer service window is open was free from 1 July 2025. It is charged from 1 October 2026.

An AI assistant is, almost by definition, a service message machine: customers write in, the bot answers. If it was quoted when service replies were free, the sum is now different. Ask which of the supplier’s numbers assumed free replies.

India’s marketing message rate also increased on 1 January 2026. We are deliberately not printing a rupee rate per message, because Meta publishes India’s rupee rates as rate-card files and we have not checked them. Get the current rate card in writing.

Does the free window after a Click to WhatsApp ad help?

Yes, and it is one of the few places where design can cut the bill. When someone messages you from a Click to WhatsApp ad and you reply, Meta opens a free entry point window of up to 7 days. Messages sent inside that window are not charged.

A business that sends ad traffic straight into WhatsApp can do most of its AI qualifying inside a free window.

The limit is that it only covers customers who arrive that way. Someone who messages you cold from your website, a shop signboard or a visiting card does not open the same window. Split your enquiries by source before you assume it covers your traffic. Our guide to WhatsApp AI chatbots for lead capture goes into how the entry points work in practice.

Will replies in Hindi, Tamil or Marathi cost more than English?

Possibly, and it is the line owners are least ready for. Usage-billed AI is charged per token, the chunks of text a model reads and writes. A study of 12 tokenisers across all 22 official Indian languages, by Tamang and Bora, found efficiency varied widely by language and model. GPT-4’s tokeniser was the most efficient in none of the 22 (arXiv 2411.12240).

In plain terms, the same reply in Hindi, Tamil or Marathi can cost more than it does in English. We are not giving a multiplier, because the paper does not support a single one and it changes with the model.

The fix is cheap: take your own real messages, in each language you serve, and have the supplier run them through the system before you sign a per-message or per-token price. Real messages are messier than demo ones.

How does GST work on an AI tool billed from abroad?

Many AI tools are billed by a foreign company in US dollars. The tax treatment differs from an Indian invoice. These points come from secondary tax commentary, not from us as tax advisers, so confirm them with your chartered accountant.

A GST-registered Indian business buying a foreign software subscription generally self-assesses 18% IGST under reverse charge and can usually claim it as input credit. An unregistered buyer is charged 18% GST by the foreign supplier on the invoice, and it stays a cost.

On top of the tax, dollar billing means the rupee cost moves with the exchange rate, and your card may add foreign-currency charges. That does not make an Indian invoice automatically cheaper. It means you should ask which tools in the quote are billed from abroad, and who absorbs the movement.

What does an SMS fallback add?

Many setups keep SMS as a fallback for customers who are not on WhatsApp or have not opted in. In India that comes with DLT. You need a registered sender header and pre-registered content templates on the operators’ DLT platform. Action is triggered at 5 complaints against a sender in 10 days. Our guide to TRAI DLT rules for SMS marketing has the detail.

The line most quotes miss is change. Every automated SMS template you alter is a DLT registration task. If the automation tunes its wording often, someone must re-register each time. Ask who does it and whether it is in the fee. If you are also weighing a call-based assistant, see AI voice agents for lead follow-up in India.

A hypothetical: a Jaipur furniture showroom prices its WhatsApp assistant

This is an invented example to show the method, not a real client and not a quote.

A single-location furniture showroom in Jaipur gets a few hundred enquiries a month, the low end of our ranges. It runs Click to WhatsApp ads and also gets cold messages from its website and shop board. It wants an assistant that answers in Hindi and English and passes serious buyers to a salesperson. The running lines split like this:

  • Enquiries from ads. The customer messages from the ad, the assistant replies, and everything inside the free entry point window of up to 7 days is not charged.
  • Cold messages from the website and shop board. These open an ordinary service conversation. Replies are service messages. Each phone number gets 1,000 free a month, and anything beyond that is charged since 1 October 2026.
  • Follow-up on quiet leads. A follow-up sent as a template is charged by its category. If it is marketing, the rate that rose on 1 January 2026 applies. A utility template sent in an open window is charged too.
  • Hindi replies. Tested with the showroom’s own messages first, since script may change the usage cost.
  • SMS fallback. Needs a DLT sender header and registered templates before it sends anything.
  • Tools in dollars. Billed from abroad, with GST treated according to whether the showroom is registered.

Against the managed range of Rs 15,000 to Rs 60,000 a month, the honest budget is the managed fee plus these lines, not the fee alone. If most traffic comes from ads, the message lines stay small. If most arrives cold, they do not.

What should I ask a supplier before I sign?

Put these questions in writing and expect written answers:

  1. Which of your numbers assumed free service replies, and what changes now that Meta charges for them again?
  2. Who pays Meta’s charges, and are they passed through at cost or marked up?
  3. Is my WhatsApp account billed in INR? Accounts billed with India as the Sold-To country must move to INR billing by 31 December 2026, and Meta stops delivering from non-INR accounts on 1 January 2027. This applies to eligible solution providers and directly integrated businesses, so ask what it means for you.
  4. Which tools are billed from abroad, and in what currency?
  5. How were the Indian-language replies tested, and on whose messages?
  6. Who registers SMS templates with DLT when wording changes?
  7. Where is my customers’ data stored, and how is it deleted? DPDP duties that touch a marketing list apply from 13 May 2027, and you stay responsible for data your vendor processes. See DPDP compliance for marketing in India.
  8. At handover, what do I own: the WhatsApp account, the CRM, the prompts and the customer list?

When is a person on WhatsApp still the cheaper answer?

More often than automation sellers like to admit. Hold off if either of these is true.

Your volume is low. A few enquiries a day can be answered by the owner or one staff member. Paying a managed monthly fee to replace a few minutes of work is poor value. Wait until replies are slow or missed.

You do not yet know what customers send. Answer by hand for a month, keep the questions, and you will have a better brief and a cheaper build.

This is an argument for sequence, not against automation. Our comparison of an agency, an in-house hire and a freelancer in India covers who should do the work, and our guide to marketing automation for small businesses in India covers which jobs to automate first.

When volume and questions are clear, our AI automation service scopes the setup with the running lines priced alongside it. We would rather say it is too early than sell a build you will not use.

Frequently asked questions

Is a WhatsApp AI chatbot worth it if I get only a few enquiries a week? Usually not yet. At low volume a person answering WhatsApp is cheaper than a managed setup, and you learn which questions customers actually ask. Automate once the same messages arrive often enough that replies are slow or missed, and once you know what customers really send.

Does WhatsApp charge for replies to customers who message me first? From 1 October 2026 Meta charges for these service messages again, after they were free from 1 November 2024. Each business phone number gets 1,000 free service messages a month, and unused ones do not roll over. Check the current rules on Meta’s pricing page or with your provider.

What is the free window after a Click to WhatsApp ad? When someone messages you from a Click to WhatsApp ad and you reply, Meta opens a free entry point window that lasts up to 7 days. Messages sent inside it are not charged. It helps ad-led enquiries, but it does not cover customers who message you cold from your website or a visiting card.

Do I pay GST on an AI tool that bills me in US dollars? Yes, one way or another. A GST-registered business self-assesses 18% IGST under reverse charge and can usually claim it as input credit. An unregistered buyer is charged 18% GST by the foreign supplier on the invoice. Confirm your own case with a chartered accountant.

Will replies in Hindi or Tamil cost more than in English? They can. AI is billed per token, and a study of 12 tokenisers across all 22 official Indian languages found efficiency varied widely by language and model. Test your own real messages in each language before you sign any per-message or per-token price.

What happens if my WhatsApp account is not billed in rupees? Businesses billed with India as the Sold-To country must move WhatsApp messaging accounts to INR billing by 31 December 2026. Meta stops delivering messages from non-INR accounts on 1 January 2027. Ask your provider whether they are handling the move for you.

Sources. Meta, Pricing on the WhatsApp Business Platform, read on 24 October 2026. Tamang and Bora, arXiv 2411.12240. GST points on foreign-billed software come from secondary tax commentary.

What we did not check. Meta’s rupee rates per message, any vendor’s prices, and the tax treatment for your specific case. This is not legal or tax advice, so confirm with a chartered accountant.
