AI Marketing
What AI automation costs in the UAE and Saudi Arabia, and why Arabic adds to it
Short answer: On our own working ranges, one automation such as instant enquiry follow-up typically costs AED 7,000 to 18,000 to set up in Dubai and SAR 6,500 to 16,000 in Riyadh. Running costs come on top: the platform, messaging and AI usage. Three things move the real bill more than the build fee: the language the AI answers in, where the data and model run, and who owns what is built.
Most quotes for AI automation show one number, the build. It is easy to compare, so it gets compared. The bill that follows is harder to see.
This page explains what a quote is buying, which monthly lines follow it, and why Arabic, Saudi data rules and VAT each change the sum. For the wider picture of what Gulf marketing costs, see our Middle East cost guide. For the basics of what automation does, see our small business automation guide.
What a Gulf AI automation quote is actually buying
A quote has two halves. The first is the build: a one-off piece of work. The second is the running cost: what you pay every month for the automation to keep working.
The build covers four jobs:
- Mapping the process, so the automation follows what your team really does.
- Connecting the tools, such as WhatsApp, your calendar and your customer list.
- Writing the prompts and rules that tell the AI what to say and what never to say.
- Testing in both languages, in Arabic and in English, with realistic messages.
Here are our working ranges for one automation, such as instant enquiry follow-up. These are Nexiiom’s own working ranges from our Dubai and Riyadh cost guides. They are not a market survey, and your scope may sit outside them.
| Market | Build for one automation |
|---|---|
| Dubai | AED 7,000 to 18,000 |
| Riyadh | SAR 6,500 to 16,000 |
The two ranges are in different currencies, so do not read them as one market being cheaper. What a Saudi build adds is work, because Saudi PDPL starts from stricter data-residency rules, which we come back to below.
A low build fee is not a warning sign. A build fee with no running costs shown is.
The monthly lines that arrive after the build
Three lines follow the build. Each should appear on its own in your quote.
The platform subscription. The automation runs on a platform, and that platform charges monthly. Our guide to the best marketing automation platforms in the Middle East compares the options.
WhatsApp message charges from Meta. If the automation replies on WhatsApp, Meta charges for some messages: templates from the first one, and service replies once a monthly free allowance is used up. Our guide to WhatsApp AI chatbots for lead capture explains how this works.
AI model usage. Most AI vendors bill per token, and usually in US dollars. A token is a small piece of text. So this line rises with every message the AI reads and writes.
Ask for each of the three as a separate line. A single bundled monthly fee hides which part grows when your enquiries double.
Why an Arabic-speaking assistant can cost more to run
AI models do not count words. They count tokens, which are pieces of text. A word may be one token or several, depending on the language.
Research presented at NeurIPS 2023 looked at this. The paper is Language Model Tokenizers Introduce Unfairness Between Languages, by Petrov, La Malfa, Torr and Bibi. They found the same text can need very different numbers of tokens depending on the language, up to 15 times more in some cases. The authors tie this directly to the cost of using commercial language services.
We do not claim a figure for Arabic. The right number depends on the model, the vendor and the text. The question is worth asking before you sign.
Here is a practical test. Before you agree a usage budget:
- Collect ten real customer messages in Arabic and ten in English.
- Run them through the vendor’s own token counter or a test account.
- Compare the two counts.
- Budget usage for the language mix you actually get, not the one in the sales deck.
An English-only test will understate the bill.
There is a second cost that is easy to miss. Gulf Arabic dialect, and messages that mix Arabic and English in one sentence, need testing time. That time is part of the build. A bot tested only in English is not finished.
In our view, a quote that promises “bilingual” with no mention of testing in both languages has not priced the work.
Where the AI runs, and why Saudi data changes the build
When a customer messages your business, the AI reads that message. If the model is hosted in another country, that message travels abroad. That is a data transfer, and the rules differ between the UAE and Saudi Arabia.
Saudi Arabia. The Personal Data Protection Law (PDPL) is administered by SDAIA. Data collected in Saudi Arabia starts from a stricter default, and transfers abroad need a defined route. SDAIA updated its Regulation on Personal Data Transfer Outside the Kingdom on 1 September 2024. Where a destination has no adequacy finding, transfers may rely on safeguards such as SDAIA’s own standard contractual clauses, which differ from the EU’s. The transfer must be limited to the minimum personal data needed. In February 2025, SDAIA issued a risk assessment guideline for cross-border transfers.
The UAE. UAE PDPL (Federal Decree-Law No. 45 of 2021) allows cross-border transfer more readily, mainly through consent or contractual safeguards. A DIFC or ADGM company sits under its free zone’s own data protection law. Moving data from a free zone company to a mainland UAE platform counts as a cross-border transfer.
What does this do to cost? In our view, an AI tool that sends every customer message to a model hosted abroad is a transfer decision. So the build includes choosing the hosting route and getting it in writing. For Saudi customer data, that step carries more work.

VAT on a local build and on a foreign AI subscription
Two kinds of supplier can invoice you, and VAT works differently for each.
A local supplier that is VAT-registered adds UAE VAT at 5 percent to its invoice. Saudi VAT is 15 percent.
An overseas AI vendor may charge no UAE VAT at all. When a non-resident supplier charges no UAE VAT, a VAT-registered UAE business may have to account for it itself under the reverse charge. That moves the work to your accounts team, and it applies to a monthly AI subscription as much as to a one-off fee.
Saudi Arabia has a similar mechanism. Withholding tax can also apply on payments to suppliers abroad. We give no rate here, because the treatment depends on the service and on your registration.
Ask your accountant before you sign, and ask which suppliers on the quote are local and which are foreign. This is general information, not tax advice.
A hypothetical: an Abu Dhabi dental clinic prices a bilingual booking assistant
This is a hypothetical, not a client, and we claim no results or outcomes. An Abu Dhabi dental clinic wants an assistant that answers WhatsApp enquiries in Arabic and English, offers appointment slots and hands anything clinical to reception.
Here are the questions the clinic should put to every quote.
Are the build and the running costs on separate lines? The build is one fee. The platform, the WhatsApp charges and the AI usage are three monthly lines. If they arrive as one number, the clinic asks for them to be split.
Was token usage tested in both languages? The clinic asks the vendor to run ten real Arabic and ten real English enquiries through the token counter, then budgets for its actual mix of patients.
Where are messages processed? The clinic asks which country hosts the model, and whether that route is written into the contract.
Who owns the prompts and the account? The clinic wants the WhatsApp Business account, the platform account and the written prompts in its own name.
What happens if it leaves the supplier? The clinic asks for an export of the customer data and the written rules, so a new supplier can pick up the work.
Health information is sensitive. In our view, the clinic should send every clinical question to a person, and should avoid sending health details to the model at all. The assistant offers slots and answers simple questions about opening hours and location. A tooth pain description goes straight to reception.
What you should own when the supplier leaves
Protect yourself before the build starts. Make sure you own:
- The WhatsApp Business account and the number.
- The automation platform account.
- The prompts and rules, written down in a document you hold.
- The customer data, with a working export.
- API keys, issued in your own name.
In our view, without these a cheap build becomes an expensive rebuild. If the supplier holds the number, you cannot move it. If the supplier holds the prompts, you pay to recreate them.
Our guide to agency, in-house or freelancer in the Gulf covers the ownership question for marketing work in general.
When we would not buy AI automation yet
Automation is not always the next step. We would wait if any of these is true.
- You get fewer enquiries than a person can answer the same day. A person is cheaper and warmer.
- Your prices or your process are not written down yet. An automation can only repeat what you can describe.
- No one on your team can check the bot’s answers in Arabic. A wrong answer in front of a customer costs more than a slow one.
- You work in a regulated sector where the answers carry legal risk and nobody has checked the rules.
If you are unsure, do the payback sum first. Our guide to marketing automation ROI in the Middle East sets it out in a few steps.
When the sum works, our AI automation service is where we would start the conversation.
Frequently asked questions
How much does AI automation cost for a small business in the UAE?
On our own working ranges from our Dubai cost guide, one automation such as instant enquiry follow-up typically costs AED 7,000 to 18,000 to set up in Dubai. That is the build. Running costs come on top: the platform subscription, WhatsApp message charges from Meta and AI model usage. The language the AI answers in, where the data and model run and who owns what is built move the real bill.
Is AI automation more expensive in Saudi Arabia than in the UAE?
Not by a fixed premium. Our working range for one automation is SAR 6,500 to 16,000 in Riyadh and AED 7,000 to 18,000 in Dubai. What a Saudi build adds is work: Saudi PDPL starts from a stricter data-residency default, so choosing a hosting route for customer data and getting it in writing is part of the job. This is general information, not legal advice.
Does an Arabic AI chatbot cost more to run than an English one?
It can. AI models bill by tokens, and research presented at NeurIPS 2023 found the same text can need up to 15 times more tokens depending on the language. We do not claim a figure for Arabic. Run ten real Arabic and ten real English customer messages through the vendor’s token counter before you agree a usage budget, and budget for the language mix you actually get.
What monthly costs come after an AI automation is built?
Three lines usually arrive after the build: the automation platform subscription, WhatsApp message charges from Meta, and AI model usage. Most AI vendors bill usage per token, often in US dollars, so it rises with every message the AI reads and writes. Ask for each as a separate line in the quote, so you can see which one grows as your enquiries grow.
Do I pay VAT on an AI tool billed from outside the UAE?
You may. UAE VAT is 5 percent. When a non-resident supplier such as an overseas AI vendor charges no UAE VAT, a VAT-registered UAE business may have to account for it itself under the reverse charge. Saudi VAT is 15 percent, Saudi Arabia has a similar mechanism, and withholding tax can apply on payments to suppliers abroad. Ask your accountant. This is general information, not tax advice.
What should I own when an agency builds my AI automation?
Own the WhatsApp Business account and number, the automation platform account, the prompts and rules written down, your customer data with an export, and any API keys in your own name. In our view, without these a cheap build becomes an expensive rebuild the day the supplier leaves. Ask for all five in writing before work starts.
