WhatsApp chatbots in the UAE: which replies cost money now?

Nexiiom Team··12 min read

Short answer: Meta resumed charging for WhatsApp Business Platform replies on 1 October 2026, but each business phone number gets its first 1,000 service replies a month free. Templates such as booking confirmations are charged from the first one. Meta’s own AI is charged per token with no free allowance. Replies to a chat started from an ad that clicks to WhatsApp are free while that window is open, which Meta says may be up to 7 days.

We read Meta’s WhatsApp Business Platform pricing page on 6 October 2026, and it is marked as updated on 30 September 2026. Our guide to AI lead generation in the Gulf covers why WhatsApp carries most Gulf enquiries. This piece covers what Meta now charges for and how to keep your bill near zero.

What Meta changed on 1 October 2026

Meta says it charges per delivered message, and only for messages from the business to the customer. Messages from customers are not charged. The rate depends on the message category and on the country calling code of the recipient’s number, so a Sharjah business replying to a +966 number pays the Saudi rate, not the UAE one.

There are five categories. Three are templates, which you can send at any time: marketing (promotions), utility (such as a booking confirmation) and authentication (identity codes). Two are non-template replies, sent only inside an open customer service window: “service”, meaning any non-template message not powered by Meta Business Agent, whether a person or a third-party AI wrote it, and “Meta Business Agent”, which is Meta’s own AI.

The window is a 24-hour timer that starts when a customer messages or calls you and resets each time they message again. Outside it, only templates can be sent.

Service messages were free from 1 November 2024. Meta resumed charging for them on 1 October 2026, at a fixed published service rate for the recipient’s market. None of this applies to the consumer app or to the free WhatsApp Business app used from a phone without the API.

The 1,000 free replies, and who will actually run out

Each business phone number gets 1,000 free delivered service messages a month. Unused ones do not roll over, and the count resets monthly. Meta charges from the 1,001st.

Our view: for most small Gulf businesses, “replies now cost money” is the wrong worry. A firm well under 1,000 pays Meta nothing for ordinary replies. To count yours:

  • Take your monthly WhatsApp enquiries.
  • Multiply by the average replies per conversation, bot and staff together.
  • Do it per business phone number, because the allowance belongs to the number.

The count covers bot and human replies alike. A firm with one busy number and a chatty bot can cross the line without noticing.

One more point from Meta’s page. If the messaging account has no payment method on file, Meta delivers service messages inside the free tier and stops delivering them once it is used. Replies would simply stop at message 1,001, so add a payment method.

The messages that are charged from the first one

The free tier covers service messages only. Everything below is charged from the first message.

  • Utility templates. They were free inside an open window from 1 July 2025 and are charged again from 1 October 2026. A confirmation or reminder is a template.
  • Marketing templates. Meta says it raised the marketing rate for the UAE and for Saudi Arabia on 1 October 2026. Price that in before you plan an offer campaign.
  • Meta’s own AI. No free allowance, covered below.
  • Your provider’s fee. A Business Solution Provider (BSP) usually adds its own fee on top. We put no number on it. Ask for it in writing.
  • Cross-border replies. The rate follows the recipient’s country code, so customers from several Gulf markets mean a mix of rates.

We did not open Meta’s rate card files, so we print no dirham or riyal rate. Your provider dashboard or Meta’s rate card shows it. Meta publishes rate cards in dirhams and riyals, launched on 1 April 2026, as well as US dollars.

Ads that click to WhatsApp: the free window and its limits

If a user messages you through an ad that clicks to WhatsApp, using the Android or iOS app, and you reply inside the customer service window, that reply is not charged and opens a free entry point window. Meta says desktop and web are not supported.

Meta says the window “may remain open for up to 7 days”. While it is open, marketing, utility, authentication and service messages are not charged. Meta Business Agent messages are still charged. Meta’s page does not say whether replies in this window count against the 1,000, so plan as if they might.

Our guide to digital advertising for Gulf small business covers running these ads. We used to say to route as much paid acquisition as possible through them because it was the only free place to reply. That is no longer true. The window is a real saving for template follow-ups, such as a confirmation or an offer sent in the days after the click. It is not, on its own, a reason to change where your ads point.

Meta’s own AI is billed differently from your provider’s bot

Meta says its own AI, Meta Business Agent, has one global rate of US$2.00 per 1 million tokens, and one message typically consumes 20,000 to 25,000 tokens, which it puts at approximately 4 to 5 US cents per message. No free messages and no volume tiers apply. Meta’s page lists it as a category introduced on 1 July 2026.

A bot your provider builds on a third-party AI is a service message and draws on the 1,000 free replies first. Before turning Meta’s AI on, multiply your monthly replies by 4 to 5 US cents.

Three ways onto WhatsApp: the app, the API, or both on one number

The WhatsApp Business app is free, used by one or two people from a phone, with quick replies and away messages but no real automation.

The WhatsApp Business Platform is the official API, which most small businesses reach through a BSP. It lets a chatbot, a CRM or several staff work one number at once, and it is where Meta’s pricing applies.

Coexistence, rolled out by Meta in May 2025, runs both on one number, syncing messages both ways. Two limits: the app needs opening at least once every 13 days or the link drops, and the classic blue badge is unavailable, with Meta Verified for Business as the alternative. For a small business moving off the free app, it is usually the gentlest first step.

Getting onto the API: the BSP, the verification, the number

You need a BSP, a Meta-registered partner giving you the technical connection. Meta lets a business integrate directly, but that means a developer maintaining it. Our guide to choosing AI lead generation tools in the Gulf covers checking a BSP is certified rather than an unofficial bridge, which risks a banned number.

You also need business verification through Meta, a display name reviewed against your registered name, and a number, either ported across or new from your BSP. Once the number captures customer details, the thread is personal data under UAE and Saudi law, covered in our guide to Gulf marketing automation compliance.

What Meta will let a bot do now

Meta bars general-purpose AI chatbots from the platform: an open-ended assistant rather than one tied to a business task. The rule applies to new accounts from 15 October 2025 and every account from 15 January 2026. Task bots stay allowed: support, bookings, order status, sales enquiries, lead qualification.

Designing a bot that stays inside the free tier

The aim is to stay under 1,000 per number per month without annoying the customer, not to shave cents off each reply.

Fewer, fuller replies. A bot asking one question per message uses six replies where one asking two or three questions uses two.

Hand off fast. The bot qualifies, then a person takes over. The person’s replies count towards the same 1,000.

Qualify in two or three questions. What is needed, which city, and when.

One bilingual greeting. Write Arabic and English in one message, then follow the customer’s language.

If you are weighing the whole cost, our guide to marketing automation ROI in the Gulf helps set it against what leads are worth.

A hypothetical Sharjah detailing business, worked through

This is a hypothetical with invented figures and no real results.

A detailing business uses one business number and gets 300 WhatsApp enquiries a month that did not come from an ad. Bot and staff together send an average of 5 replies per conversation, so 300 x 5 = 1,500 service messages. That is 500 over the free tier, charged at Meta’s UAE service rate (we print no rate).

The owner tightens the bot to an average of 3 replies. Now 300 x 3 = 900, inside the free tier, so Meta charges nothing for replies.

Of the 300, 120 book. Each booking gets one confirmation template and one reminder template, so 240 utility templates, charged from the first because the free tier does not cover templates.

Enquiries that start from an ad on a phone are different: the replies, and a confirmation sent while the free entry point window is open, are not charged.

The honest failure: the owner turned on Meta’s own AI to “save” on replies. Every one of those replies was charged, with no free allowance, on a count that was already under 1,000.

When to leave the free Business app alone

If you field a low volume of enquiries and one person is available most of the day, stay. The reason is not that the API bills every reply, because it does not. It is that the app is free and one person copes.

Move when volume outpaces one person, or enquiries arrive outside working hours: Saturday and Sunday for a UAE business, Friday and Saturday for a Saudi one. If it is time, our AI automation team can set up the surface, the bot and the routing.

What we corrected in this article

This article was first published on 23 September 2026. That version said every reply inside the 24-hour window would be billed from 1 October 2026 and that the window opened by an ad stayed free for 72 hours. Meta’s pricing page, as updated on 30 September 2026, gives each business number 1,000 free service messages a month and says the ad window may stay open for up to 7 days. We corrected the article on 6 October 2026.

Frequently asked questions

Does Meta charge for every WhatsApp reply inside the 24-hour customer service window? No. Since 1 October 2026 Meta charges for service messages again, but each business phone number gets 1,000 free delivered service messages a month, and charging starts at the 1,001st. Utility templates and Meta’s own AI are different: templates are charged from the first one, and Meta Business Agent is billed per token with no free allowance, whichever window the reply falls in.

How many WhatsApp replies can a small UAE business send before Meta starts charging? 1,000 service replies per business phone number each month, counting bot and staff replies alike. Meta charges from the 1,001st, and unused replies do not roll over. Count enquiries times average replies per conversation: 300 enquiries at 3 replies is 900, inside the free tier. Templates and Meta’s own AI sit outside that count and are charged from the first message. Add a payment method, or delivery stops at 1,001.

How long does the free window from a Click-to-WhatsApp ad last? Meta says the window may remain open for up to 7 days. It opens when a user messages through an ad that clicks to WhatsApp, using the Android or iOS app, and you reply inside the customer service window. While it is open, marketing, utility, authentication and service messages are not charged. Desktop and web are not supported, and Meta Business Agent messages are still charged.

Is Meta’s own AI, Meta Business Agent, the same as the AI chatbot my BSP sells me? No, and mixing them up will mislead your cost estimate. Meta Business Agent is Meta’s own AI, billed at US$2.00 per million tokens, which Meta puts at roughly 4 to 5 US cents a message, with no free allowance. A chatbot your provider builds on a third-party AI counts as a service message, so it uses the 1,000 free replies before Meta charges.

Can a small UAE business stay on coexistence long-term, or is it a stepping stone to the full API? Both work. Coexistence has no announced end date, so a small team can treat it as a lasting setup, keeping the app for whoever answers WhatsApp while a bot covers overflow. Two limits matter permanently: the app needs opening at least once every 13 days, and classic blue-badge verification is not available there, with Meta Verified for Business as the alternative.

Where do I check the exact per-message rate for the UAE or Saudi Arabia? On Meta’s WhatsApp Business Platform rate card or your provider’s billing dashboard. The UAE, Saudi Arabia, Kuwait, Qatar and Oman each have their own line, while Bahrain is charged the Rest of Middle East rate. The rate follows the country code of the number you reply to. We print no dirham or riyal rate here, because we did not open the rate card files.
