Google Ads for beginners in India: start with a small area

Nexiiom Team··10 min read

Short answer: To set up Google Ads as a beginner in India, create the account with India and rupees chosen deliberately, set the IST time zone, and build one Search campaign for one city or a radius around your shop. Use the words your customers type in English and Hindi, track calls and button taps from day one, and keep the daily budget small. Do not start until someone can answer enquiries within minutes.

Most set-up guides assume a national audience. A small Indian business rarely has one. For the wider choice between Google, Meta and WhatsApp, read our guide to digital advertising for Indian small businesses.

This is not legal or tax advice. It reports what Google says on its own help pages, so check their current wording before you act. For clicks and billing, see our Google Ads cost guide.

What should you get right when you create the account?

Two choices, made in the first ten minutes, shape everything after.

Time zone. Google’s time zone page says “time zone changes are no longer supported in standard serving accounts.” If you pick wrongly, you must create a new account, and historical data will not transfer. Choose India Standard Time. A shop that closes at 8 pm should not find its ads running on someone else’s clock.

Currency and billing country. Choose India and Indian rupees at sign-up. We could not confirm on Google’s pages whether currency can be edited later, so treat it as fixed. Our rule: if you are not sure, stop and ask before you click through.

Skip the guided “Smart” set-up if it offers to build the campaign in one screen. It hides settings you need to see. Choose the expert option, even if it looks busier.

Why a tight area beats a wide one

Our view: a beginner in India should draw the smallest area that still holds enough customers, then widen only with evidence. Tight area beats wide area because every click from outside your service range is a click you pay for and cannot serve.

Google’s page on targeting geographic locations says you can target regions, cities or postal codes, “depending on the country,” and that available location types vary by country. It does not say India supports PIN code targeting, so we are not promising it. Look in the location search box inside your own account and see what it offers. What the page does confirm is radius targeting, which needs a radius of at least 1 km around a chosen location.

For a tier-2 business, that means either selecting your city, or dropping a pin on your shop and drawing a radius that matches how far your van or customers will travel. A plumber in Nashik does not need Pune.

One more setting matters. Google’s location help page says you can choose whether ads appear for people’s physical location, locations of interest, or both, and that the default uses both. If you serve only people in your area, narrow it. If you sell to people moving to your city, such as hostels, leave it wide.

Which keywords will people in India really type?

This is the part most foreign guides get wrong. Indians search in three ways, often in the same minute.

  • English. “ac repair near me”, “water purifier service”, “ca for gst filing”.
  • Hindi in Devanagari script. Typed less often than people expect, but real.
  • Hindi in English letters, sometimes called Hinglish. “ac service wala”, “paani ka filter lagwana”, “sasta tutor”.

The third group is the one beginners miss. Spelling is not fixed: one person writes “service”, another “sarvis”. Plan to learn it rather than guess.

Start with a short list of exact and phrase match keywords in English, then add three or four Hinglish phrases you have actually heard on a call. Put each language in its own ad group. Let the Search Terms report show you spellings you never imagined.

We could not confirm the full list of Indian languages Google supports for ads, so check Google’s current language list before you plan a Tamil, Marathi or Bengali campaign. For how people search in regional languages, and how a page can match those searches, see our guide to regional language SEO in India.

Write negative keywords before launch. Safe starters: free, job, vacancy, salary, course, training, second hand, and cities you do not serve.

Why phones and WhatsApp change how you track

In our view, a phone searcher wants to call or message first, so track that, not a desktop form.

Calls. Google’s call assets page says a call asset adds your number to the ad. The number must be in E.164 format, which for India means the plus sign, 91, then the ten digits. Vanity numbers, premium numbers and fax numbers are not accepted. Call reporting runs on Google forwarding numbers, works only on the Search Network, and lets you count calls as conversions. Google creates a default conversion type called “Call from ads.”

WhatsApp. Many Indian buyers would rather message than call. We did not find a Google WhatsApp ad format on its help pages, so we do not claim one. What you can do is place a link that opens WhatsApp on your landing page, and track the tap. Google’s website conversion page says clicks on buttons and links are tracked by adding a code snippet through Google Tag or Google Tag Manager. That counts the tap, not a real chat. Keep your own tally of conversations that became quotes. For what happens after the message arrives, see our guide to WhatsApp chatbots for lead capture.

If your forms or tags collect names and phone numbers, the Digital Personal Data Protection Act applies to what you do with them. We cover it in our DPDP compliance guide.

Who faces extra checks before ads run?

Most businesses do not. Financial services do. Google’s financial services policy for India says advertisers “need to be verified by Google” to show financial services ads in India, in all formats. The advertiser must show it is licensed by the relevant financial services regulator in India, or that it is exempt.

Google says most advertisers first get third party verification from its vendor, G2RS, and then apply to Google with the code G2RS issues. Government bodies with a .gov.in domain apply to Google directly. The page does not name RBI, SEBI or IRDAI itself, and links to a separate list of regulators, so check that list for your category.

Google’s advertiser verification page adds that an account can be selected for verification when it runs ads in certain industries, such as financial services. If you sell loans, insurance or investments, start this before you build anything.

A Coimbatore water purifier service company’s first month (hypothetical)

This is a hypothetical example. The business is invented, and nothing here is a result. It shows settings, not outcomes.

A three-person company services and sells water purifiers in Coimbatore. The owner takes calls, and one cousin answers WhatsApp.

Account. India, rupees, India Standard Time.

Area. A radius of 12 km around the workshop, not the whole of Tamil Nadu. The location setting is narrowed to people physically in the area, because customers are existing residents.

Keywords. One ad group in English: “water purifier service”, “ro service near me”, “water purifier repair”. One in Hinglish and spoken phrases the cousin has heard: “ro service wala”, “purifier filter change”. Phrase and exact match only.

Negatives. Free, job, vacancy, manual, diy, buy online, second hand, plus names of cities the van does not reach.

Calls and chat. A call asset with the shop number in +91 format, call reporting on, and a tracked WhatsApp button on the page. Both are tested with real taps before launch.

Budget. ₹500 a day. Google’s budget page says a campaign can spend up to two times its daily budget on a given day, and up to 30.4 times it in a month. So the owner plans for a monthly limit of ₹15,200 (30.4 times ₹500), not ₹15,000, and a busy day of up to ₹1,000.

Schedule. 8 am to 8 pm IST, Monday to Saturday, because the cousin is off on Sunday.

Weeks one to four. Read the Search Terms report and add negatives. Check that call and WhatsApp taps register. Then compare Google’s count with the owner’s own call log, and only then decide whether to widen the radius, change the budget, or stop.

When should a beginner not start Google Ads yet?

Sometimes the honest answer is not yet. We would wait if any of these is true.

  • Nobody can reply in minutes. A searcher may call three businesses. If your phone rings out, ads just fund your competitor.
  • You have no usable page or number. A broken page or an unmonitored WhatsApp line wastes the click.
  • You cannot take more work. Ads that win jobs you cannot deliver damage your reviews.
  • Your season is over. A heater seller in May is paying for searches that barely exist.
  • Your listing is empty. A weak Google Business Profile and a handful of reviews are cheaper to fix first. Our local SEO guide for Indian small businesses covers that.

If your customers do not search for you but would buy once they saw you, Facebook and Instagram ads may fit better.

Frequently asked questions

Can I run Google Ads in India without a website?

You can start a campaign, but an ad needs somewhere to send the click. A simple page with your service, your area, a phone number and a form is enough. In our view, a page that loads fast on a phone matters more than a long site. If you have no page yet, fix that before you pay for a single click.

Should I type my keywords in Hindi script or in English letters?

Both, in separate tests. Many people type Hindi words in English letters, and others use Devanagari script. Google’s Keyword Planner and your own Search Terms report show which spellings actually trigger your ads. Start with the spellings your customers use on the phone and on WhatsApp, then let the report correct you.

How do I count calls from my ad as enquiries?

Google says you can count calls as conversions by turning on call reporting in your account, and it creates a default call conversion type called Call from ads. Call reporting uses Google forwarding numbers and works only on the Search Network. Make a test call yourself before you trust the count.

Can I track a WhatsApp button click in Google Ads?

Google’s help page says clicks on buttons and links can be tracked as conversions through a code snippet added with Google Tag or Google Tag Manager. A WhatsApp button is a link, so it can be tracked that way. It counts the tap, not the message that follows, so keep your own tally of real chats.

Do I need to be verified before my first ad runs?

Only in some cases. Google says financial services advertisers need to be verified to show ads in India, and that most first get third party verification from its vendor, G2RS. Other businesses may be asked for verification later. Check Google’s current page for your category before you build.

What if my business only works in one season?

Then run ads in the weeks people are searching and pause them outside that window. A seasonal business that keeps ads on year round pays for clicks that cannot convert. Look at when your own enquiries arrive, then build the schedule around those weeks.
